krat. pov. pol. ured vlade (ministarstvo) koji je rukovodio policijskim i obavještajnim službama SSSR-a 1934—1946 (1918—1922. Čeka, 1922—1934. GPU, 1946—1953. MVD: Ministarstvo vnutrenjih djel); od 1953. iz ministarstva izdvojen KGB (Komitet gosudárstvenoje bezapásnosti); sve do raspada SSSR-a glavni instrument političke i opće represije, u nekim razdobljima i surovog terora; nadležan za organizaciju i rukovođenje GULAG-om
